Update: 04/05/2018 Recently Microsoft acknowledges the issue (Google Chrome freezes in Windows 10 version 1803 ) in a post on its forum and promised Microsoft is working on a fix and plans to release it in a May 8 update.

Also, Company gives a few potential fixes:

Try a Windows key sequence to wake the screen. If you have a keyboard connected, simultaneously press the Windows logo key + Ctrl + Shift + B.

Also If you’re on a tablet, simultaneously press both the volume-up and volume-down buttons, three times within 2 seconds. If Windows is responsive, a short beep will sound and the screen will blink or dim while Windows attempts to refresh the screen.

If you’re using a laptop, close and open the laptop lid.

Still It’s not clear at this point how many systems are affected by this bug, but several users confirmed in this Reddit discussion that Google Chrome also hangs in Windows 10 version 1803.

One user explains that this problem causes the entire system to freeze and not even CTRL + Alt + Del works, with a full reset with the power button the only way to restore the machine.
By the looks of things, there’s no pattern that could help isolate the bug, as it appears to happen at random times, sometime after opening new tabs, new windows, or just when browsing the web.
Another user explains that running Google Chrome in the background could also cause other applications to freeze, including Visual Studio Code.

“I had also couple of freezes with VS Code but there was always Chrome in the background. And I don’t need to go to sleep or restart to fix it, just unplugging it from the power does the job and as screen comes back on Chrome minimizes so it’s got to be Chrome related issue,” they posted.

Some users also claim that the entire system freezes and CTRL + Alt + Del (Task Manager) doesn’t help either. While Microsoft is yet to acknowledge the reported bug, you can use Win + Ctrl + Shift + B to reset the graphics driver and recover the system.

Most likely this is an optimization issue. Microsoft and Google have yet to acknowledge the problem and release patch update to fix the issue. Till then user firefox, Edge browser, or you can Roll back to previous build windows 10 v1709.
