To Run the system file check tool first open command prompt To do this, click Start, type Command Prompt or cmd in the Search box, right-click Command Prompt, and then click Run as administrator. If you are prompted for an administrator password or for a confirmation, type the password, or click Allow.

At the command prompt, type the following command, and then press ENTER:

sfc /scannow

Then type this command to add the new user account to the Local Administrators Group:

Sign out of your current account and into the new user account. Try accessing the Settings app, and it should now be working.

Enable Developer Mode and Install available updates

Microsoft has been releasing fixes to address various Windows 10 issues, including the Settings app. So, make sure that your Windows 10 installation is up-to-date before jumping to other fixes.

First enable the Developer mode to do this At Cortana‘s search box, type “update“. Open Check for updates result. here Select For Developers at the left pane. here select the Radio button Developer mode and then ask Yes at the popup window.
