I have tried to install this update at least 6 times and gone through all of these ‘fixes’. Nothing works the system fails to update and the Update History is empty so I have NO idea what is wrong. This is just one bad update and I am at a loss as to what to do about it.

Thx so much for writing this – I did the dism + sfc route, plus disconnecting literally everything from my hp spectre x360, and running the update manually from within the settings panel and just sitting staring at it through the ~30min install process, and that worked. Much appreciated!
