To display a custom message on the windows startup screen first open windows Registry editor. First press “Windows key + R” to open Run window, type “regedit” and hit Enter to open Windows registry editor. Here on the left pane navigate to the following path:

HKEY_LOCAL_MACHINE/Software/Microsoft/Windows/Current Version/Policies/System.

Find the value named legalnoticecaption and right-click on it, then select modify. A new Edit String box will appear. Under the value data field enter the message title that you want to display on Windows login or lock screen.

Now find another value name legalnoticetext and right-click on it, then modify. In the new box Value data filed enter your custom message and click OK.

Now, reboot your computer to see the login message.

Using Windows Local Security Policy Editor

Note: local policy not support home edition support up to pro editions. To enable Group policy on Home and stater edition fallow this guide.

On Start Menu Type Administrative tools and open it.

Once the administrative tools window has been opened, double-click on the shortcut “Local Security Policy.”

Now navigating to the following folder: Security Settings\Local Policies\Security Options

Here you will see two entries:

Interactive logon: Message title for users attempting to log on. This security setting allows the specification of a title to appear in the title bar of the window that contains. the Interactive logon: Message text for users attempting to log on.

Security policy to display custom messageDouble-click on each of them and in the window which opens, enter the title or the text, as the case may be. Click Apply/OK/Exit. Your Windows computer will display the start-up message, every time you turn it on.
